peoples, and these means were a preoccupation for all emperors, in addition
to the issue of securing Borders The policy of the Roman emperors was aimed at controlling peoples and their movement within those borders, as
there were forces hostile to the Roman state within those borders, motivated
by the demand for their freedom that they had lost as a result of Roman
control over their regions, and this led to the emergence of the idea of
fortifying the borders and hard work for Defending and protecting it by all
means available at the time.
In the beginning, the Romans dug trenches, and followed them by
establishing forts and castles, leading to the process of paving roads to
facilitate the process of movement and movement, and those roads were
