Publication Procedures

  • Correspondence with the journal is made via email: sjo@edu.misuratau.edu.ly, after reviewing the journal’s publishing policies and guidelines, including the following:

    • A copy of the scientific paper, formatted according to the journal’s template.

    • A copy of the author’s CV, in case of a first-time submission.

    • A completed Publication Request and Declaration Form, filled electronically.

    • A Conflict of Interest Form, if required.

  • The submitted paper undergoes a preliminary review by the Editorial Board to ensure its relevance to the journal’s scope, linguistic and methodological quality, and compliance with publishing standards. Passing this stage is considered a preliminary acceptance before sending the paper to peer review. If the paper fails to meet any requirements, the author will be notified with a report prepared by the assigned editor, and the author has the right to revise and resubmit.

  • The paper is checked using Turnitin similarity detection software to ensure originality and research integrity. This step helps prevent plagiarism, ensures proper attribution of sources, and protects the credibility of published research.

  • The acceptable similarity index for papers submitted to the Scientific Journal of the Faculty of Education, Misurata University must not exceed 25%, according to the following conditions:

    • Exclusion of certain sections, such as references and appendices, from the similarity percentage.

    • Rejection of any paper proven to contain plagiarism or unattributed quotations.

    • Exceptions may be granted for studies requiring a higher similarity percentage due to their unique nature. In such cases, the author must submit a written justification to the Editor-in-Chief.

    • Direct quotations must not exceed 50% of the total allowed similarity index.

    • Authors are encouraged to run a similarity check before submission, ensuring originality and credibility of their work, with citations supporting their effort without overshadowing their contribution in analysis and innovation.

  • The paper is then subject to double-blind peer review by two independent reviewers, whose expertise must match the paper’s subject. Reviewers must not be members of the editorial board, affiliated with the same institution as the authors, or co-authors of previous publications with them.

  • Reviewers provide scientific and methodological feedback and assign a final evaluation score according to the evaluation form prepared by the Editorial Board, which covers:

    • Originality and novelty of the research.

    • Clarity of methodology, appropriateness of procedures, relevance and accuracy of references.

    • Accuracy of results and usefulness of recommendations.

    • Quality of writing style, language, and coherence.

  • The final peer review outcome is one of the following:

    • Acceptance for publication without any modification.

    • Conditional acceptance after minor or formal revisions that do not affect the core content, without resubmission to reviewers.

    • Conditional acceptance after major revisions, with mandatory resubmission to reviewers.

    • Rejection with a statement of reasons.

  • The peer review period is 15 working days from the date the reviewer receives the paper.

  • The reviewed paper is returned to the author with the reviewers’ comments. The author may accept or reject the comments with justified scientific reasoning, provided the reviewer did not require resubmission. If resubmission is required, the author must comply with the suggested modifications and fill out the designated form.

  • In case of conflicting reviewer recommendations, the Editorial Board member may appoint a third reviewer as a neutral arbiter.

  • The peer review process is conducted with strict confidentiality regarding both reviewer identities and evaluation outcomes, and the Editorial Board is committed to maintaining this confidentiality.

  • The paper undergoes linguistic editing by a language expert to ensure linguistic accuracy before publication.

  • The journal adopts a Continuous Publishing System within an open issue, where accepted papers are published immediately in the current issue without waiting for its completion. Each published article includes the dates of submission, acceptance, and publication.
