Abstract: The evaluation process for the performance of educational institutions works to provide the responsible administration with data and information resulting from the study and analysis of the internal and external work environment, which aims to know the centers of strength and weaknesses, as well as to know the opportunities, challenges, threats or risks that may face the school administration in its field of work, as this information works to help decision makers in redefining and formulating goals and policies to improve the quality of the outputs of the educational process. The research aims to know the main and secondary reasons behind the low level of quality of the outputs of the educational process from the point of view of the principals of public secondary schools (governmental), both boys and girls, in the city of Misurata during the six years (2015-2020), and a sample size (50%) was selected from the members of the research community, both boys and girls, on the basis of a simple random sample, and the size of the sample that was subjected to study and analysis was (20) directors, Distributed (14) principals from girls' schools, and (6) principals from boys' schools. The research concluded with a number of results, the most important of which is that (90%) of principals Schools believe that there is a low level of quality of the outputs of the educational process in public secondary schools, and that the percentage (95%) of school principals believe that the low education outputs are due to the existence of a weak construction in the basics of learning for the student from the previous academic stages, and this is the main reason behind the problem and ranked first in the list of seven reasons, and that the percentage (85%) of school principals believe that the low education outputs are due to the lack of development programs to raise the efficiency of teachers, This is considered among the main reasons behind the problem and its second place in the list of reasons, and the most important recommendations of the research is the need for scientific, periodic and comprehensive evaluation of the level of quality of academic achievement in basic and secondary education, and the development of training programs to develop the capabilities and skills of teachers and school principals.
