Organizing electronic environment to develop higher education institutions quality Libya

Abstract
This study aims to know the importance of using electronic environment in
Higher Education in Libya. Also, to identify the needs of electronic
environment in Libyan Universities. In addition, to determine the criteria of
its quality. To achieve the above aims, the descriptive, analytical
circumstances are used through collecting data then analyzing them in order
to get valuable results. The researchers confirm that Libyan Universities need
a hard work to build and develop the educational process. Moreover, the
electronic education must be used in learning new generation far away from
using the traditional ways. All criteria of quality in different Higher
Education System cares wit electronic environment and its importance with
technical and modern sides such as (Computers, Internet, Software,
Laboratories, Network Servers, Communication Lines, Prepare specific
system for electronic education).
There are some recommendations for this study, firstly , to provide a
completely electronic environment for example (Computers, Internet,
Software, create a management specialized in electronic environment and
how to be useful in Higher Education. Secondly, Make an inclusive
educational plan with a contemporary vision to use electronic education and
to improve the output of educational process.
