Obstacles to the implementation of Total Quality Management among administrative leaders in higher education institutions: A case study of Misurata University

The research aims to identify the obstacles facing administrative leaders in Misurata University and delay the application of total quality management in its faculties, and to identify whether there is a difference in the estimation of the importance of impediments to the application of total quality management from the point of view of administrative leaders according to variables (educational qualification - job title - years) Experience). In order to achieve the objectives of the research, the descriptive analytical approach was adopted, the questionnaire was used as a means of data collection, and the SPSS program was used to process it. The research community was represented by 240 individuals (all deans of faculties at Misrata University, heads of scientific and administrative departments). (148) single, and the research reached the following results: Financial beliefs are the most significant obstacles to the University of Misrata and to a high degree.There are no statistically significant differences according to the qualification variable in terms of (perception of the culture of total quality, organizational and financial constraints), while there are statistically significant differences on the estimation of the importance of human constraints according to the qualification variable, in favor of a scientific qualification (university). And that there are no statistically significant differences from the point of view of administrative leaders according to job title variables and years of experience.
